Circular No. 05/2023/TT-BKHDT on investment supervision and assessment report forms
Although the requirement for investment supervision and assessment reports has existed since 2021, the Ministry of Planning and Investment has just issued the new report forms recently under Circular No. 05/2023/TT-BKHDT dated 30 June 2023 on investment supervision and assessment report forms; online reporting regime and management of operation of information system for supervision and assessment of investment in programs and projects using State-owned capital (“Circular 05”), which is effective from 1 September 2023.
[…] In addition to the online quarterly and annual reports on project implementation status, the enterprises need to pay attention to implementing the investment supervision and assessment reporting regime as prescribed in Decree 29 and Circular No. 05 as follow:
(i) Periodic supervision and assessment reports
- Submitting a 6-month report before 10 July of the reporting year;
- Submitting an annual report before 10 February of the succeeding year;
- Report form: Form No. 13 - Circular 05: Report on periodic supervision and assessment during investment implementation period (bi-annual, annual) and Form No. 17 - Circular 05: Report on periodic supervision and assessment during operation period (bi-annual, annual).
(ii) Supervision and assessment reports prior to adjustment of the project: Form No. 15 – Circular 05.
(iii) Terminal assessment report (for investors and economic organizations implementing projects subject to investment policy approval): Form No. 16 – Circular 05.
